Todd Leiss is the Traffic Incident Management Coordinator for the Pennsylvania Turnpike Commission managing the police, fire, EMS, and towing programs on the 567-mile system; he leads the statewide TIM program, PennTIME, and serves as the Deputy Director of Training for the Emergency Responder Safety Institute. Todd previously served as a volunteer firefighter, EMT, HazMat technician, and 911 dispatcher.

Todd was named the 2019 CVVFA Past President Joseph Bukowski Responder Safety Award winner, the 2020 South Central Task Force Mrs. Smith Award winner for Responder Safety and Traffic Incident Management, and the 2022 Turnpike’s Employee of the Year.
