Todd A. Leiss is a Traffic Incident Management (TIM) Specialist at Jacobs Engineering and a nationally recognized advocate for emergency responder roadway safety. He began his public safety career in 1982 as a volunteer firefighter, later serving as an EMT, hazardous materials team member, and 911 operator. Todd retired in 2023 from the Pennsylvania Turnpike Commission after leading traffic incident and emergency management operations statewide. He currently serves as First Vice President of the Cumberland Valley Volunteer Firefighters Association (CVVFA) and Deputy Director of Training for the Emergency Responder Safety Institute (ERSI). He is the founder of TIM Heroes, Inc. and co-founder of the National Emergency Roadway Responder Safety Coalition (NERRSC).
